The simple reason for this is that the new cast was recorded just before the decision of the new Rebuild of Evangelion films was made, so it is not a rebooting of the popular Netflix cast. Instead, as an add-on to the original anime, the new cast is there to provide another feeling of the original story, and it is intended to be something more akin to a theatrical experience, so they keep some of the anime originals' unique traits, while having a new cast and different cast, yet keeping the overall feel of the original cast. It's a way of keeping fans interested and providing more fans with an experience of the films, and the added fan-service aspect is a bonus. The release on Amazon Prime Video is longer than the Netflix version due to them adding details such as character quotes and quotes from the director in the episodes, as well as an extended opening and closing credits, and a more explicit movie version of the Opening and Closing Theories. So keep that in mind, there is a difference. They are not rebooting the Netflix cast, as some have been calling for.
The new Japanese narrator's last credit was for the domestic release of Evangelion: 1.0 You Are (Not) Alone, and is now repeating that for Rebuild. A previous credit was for the English dub of Neon Genesis Evangelion: Angelic Days, but he was on-camera for this, as well. Kotetsu Hagiwara is quite well-known in Japanese anime circles for his work on the Tenchi Muyo anime and it's OVA/OVAs, as well as continuing to work on the Sailor Moon franchise. Anime on Netflix also commented that he has not done any voice-acting so far, but if he does, he will be the first person to do so.
There were other changes as well, with a new Japanese narrator, and a new English script (by unconfirmed scriptwriter John Heisler) and director (Hiroshi Yamaguchi-Shimura). The most notable were the new voices for Shinji and Mari, the latest Japanese voice casting already revealed, and the new voice for Rei. While the Netflix cast did reuse some of the voices from the Funimation dub, this new version does not. Shinji and Mari were performed by veteran English voice actors Scott Porter and Natalia Tena, respectively, and the new voice for Rei by Kelly Sheridan. The new Japanese narrator is Kotetsu Hagiwara, while Hiroshi Yamaguchi-Shimura is now the first on-screen director for Evangelion since Hideaki Anno did the first two movies.
