Also, please note that this tutorial doesn't cover the pro version of the plugin which can provide more features and is currently $24.99 (https://www.appsgeyser.com/shop/plugins/animators-toolbar?product=animators-toolbar-pro). However, the free version will still work fine and you will be able to edit and save animation and transition presets, except for the save options.
note: Make sure you are using the correct.zxp for manual installation. One of the error messages you've posted is of the Free toolbar (v3.0.7) and not the Pro (v1.1.1). The free toolbar is limited to Photoshop CC 2017 and won't install or show up if you only have Photoshop CC 2019 installed.
You'll need to create a new.zxp for your preset or existing as your own using the tutorial for the "button/script" option. One you're done with your animation, save it to your Photoshop file then go back to the Animator toolbar. There, go to the Resurrect icon and you can simply use it to load the animation preset you've just created.
