Industry standard is to have a public assembly and a private assembly. The public assembly exposes the functionality of the software, while the private assembly is just like a C++ API, only it's internally managed by the software so that it is protected from being exported and sniffed. This is all handled by the new generated Imagebase and Defaultbase, which are commonly called by a configuration file among other bits.
The assembly, of course, gets loaded into memory when needed and unloaded when no longer needed. A very simple private API helps you manage and maintain the registrations used internally, and admission control goes a step further.
